It’s a measuring system which is designed to ignore the very thing that you are using it to measure. It’s like getting a paper map, measuring the distance between two places and declaring them to be at the same height because the map is flat.
You can’t just use one way of measuring distance for one thing and another way for something else and then jam then together to get perpetual energy.
Literally in the first paragraph of the link you supplied:

It factors out the thing you are trying to use to create energy.

This description suggests the existence of a preferred rest frame, in violation of the principle of relativity. They are not being stretched. You need to seriously re think what cosmic expansion is. It isn’t the physical movement of things in the universe, it’s the density of them that is changing. The wires become less dense, along with everything else, so there is no net change between them and the rest of the universe.
Cosmic expansion doesn’t work like that. The wires would expand along with everything else in the universe.
